I consider it a great privilege to be Mayor of Phoenix and look forward to working with the council in representing ALL of the citizens of Phoenix. As you may know, Phoenix operates with a Council-Manager form of government. The Council is the legislative body that approves the budget, determines the tax rate and focuses on the community's goals, major projects, growth, land use, capital improvements and strategic planning. The Manager's duties include budget preparation, the hiring and supervision of staff and carrying out the Council's policies.

Where does the Mayor fit in? According to the ICMA (International City/County Management Association), in council-manager communities "the mayor's role is to preside at council meetings, serve as a spokesman for the community, facilitate communication and understanding between elected and appointed officials, assist the council in setting goals and advocating policy decisions and serve as a promoter and defender of the community. In addition, the mayor serves as a key representative in intergovernmental relations."

This is the type of mayor I plan to be. One who also sets the stage for citizen activism by encouraging continuous, open communications between citizens and their local government.
